Two years ago, Igor Drca and Miljan Komnenic debuted their French bistro Recette in Williamsburg. The two recently submitted an application to acquire the space at 233 8th Ave. in Chelsea with plans of opening an upscale modern American restaurant with a Mediterranean and French flair. It plans to be open for breakfast, lunch and dinner, offering appetizers such as french onion soup, escargot and mushroom flatbread, and main dishes such as gnocchi mushrooms, short rib cavatelli, rib eye steak and grilled branzino and desserts such as creme brulee.

Its proposed hours are 7 a.m. to midnight from Sunday to Thursday and 7 a.m. to 11 p.m. on Friday and Saturday. The duo worked as bartenders in Manhattan for a few years prior to opening Recette. They are also partners at the restaurant and cocktail bar The Consulate, which has outposts in Midtown and the Upper West Side.

Komnenic is a bartender who has competed in World Cocktail Championships, and Drca is a certified sommelier who has previously worked at the three-Michelin star restaurant Le Bernardin. The restaurant first debuted in Paris in 1972, and is currently only one of seven New York City restaurants with a three-Michelin star rating.
